Created Unassigned: Improve Windows Forms tracker [10125]

Currently it is implemented as a simple label. Should be improved:
- move it away so the mouse cursor does not obscure it
- add padding
- add border
- make colors (text, border, background) customizable
- make it possible to hide it completely?
