Closed Unassigned: ScatterSeries with error bars [10207]

Add a `ScatterWithErrorBarsSeries` that shows scatter points with error bars (horizontal and vertical)
Specify a threshold value (horizontal and vertical) - if the error is below the threshold, the error bar should not be shown
